"Voronezhenergo" discussed issues of grid connection of large consumers

IDGC of Centre - Voronezhenergo division held a meeting with representatives of major construction, industrial, commercial and agricultural organizations of the Voronezh region, during which specialists of relevant departments shared with consumers up-to-date information on the procedure, terms, cost of rendering services on connection to electric grids.

During the meeting Voronezhenergo’s experts paid special attention to issues concerning the rules for submitting applications for grid connection, their registration and conditions that affect the increase in terms of execution of contracts.

Please, particularly, mind that the applicant should submit the complete package of required by law documents to have the application for grid connection accepted for processing," stressed Acting Head of the grid connection office of IDGC of Centre - Voronezhenergo division Egor Malkov.

The audience was reminded that in the Voronezh branch one can get a value-added service "Performance of work related to the competence of customers in the implementation of the grid connection procedure" ( "Grid connection support"), within which all the steps the applicant needs to make are requested to be performed by competent specialists of the enterprise.

The grid connection involves the very consumer. He has to collect the necessary documents and perform a series of steps, which are determined by technological conditions that are mandatory attachment to the contract: it is necessary to prepare the list and mark the location of power devices with their power, and to install an electric meter at the boundary of the facilities. One of the topics raised during the meeting was the problem of power shortage, which occurs mainly in Voronezh, as well as in rapidly developing districts of the region – Novousmansky, Ramonsky, Semiluksky – here large-scale housing construction, and commissioning of industrial enterprises makes the power company upgrade feeding centres, increasing their capacity or construct new substations. For example, to ensure the ever-growing demand for electricity the Voronezh branch of IDGC of Centre has started implementing one of the most important projects of the investment program of 2016 – the construction of the substation 110/10/6 kV "Sputnik" in Kominternovsky district of Voronezh. Entering the substation into operation is scheduled for 2017. As a result reliability of power supply for socially significant facilities, residential areas of Northern district of Voronezh will be significantly improved, and new constructed buildings here will be provided with electricity. Another facility of the large-scale investment program will re-equipment of 110 kV substation №2, located near Admiralty Square and providing electricity to Central district of Voronezh.

During the conversation about the lack of capacity the branch leadership could not avoid the topic, which greatly complicates the work of power engineers – the so-called problem of "paper" deficit. Many organizations for the supply of its new projects apply with a huge reserve of power for years to come, and then for a long time do not use it. As a result, there is a situation, when substations of the branch have the actual available capacity, but it is not possible to connect new customers to these supply centres, as in paper it already belongs to someone.

"Because of the actions of consumers who stock-pile power "for the future", we have to reconstruct our facilities and construct new ones to connect new applicants. In the current economic situation, when there is a problem of optimization of costs, this creates additional problems. At the level of the federal government the question of responsibility for unscrupulous applicants and imposing sanctions for non-use of customer contract demand is considered," stressed Deputy Director for Sale and Development of Services of IDGC of Centre - Voronezhenergo division Pavel Yanshin.

Deputy Director for Sale and Development of Services also talked about ways to combat the theft of electricity, with the use of "charged" meters. He emphasized – despite the increasingly complex methods of theft, more sophisticated tricks of unscrupulous consumers, power engineers have all the opportunities and leverage for their identification and recovery of funds.

At the end of the meeting Voronezhenergo’s experts answered all the relevant questions from the audience, which, in turn, thanked the representatives of the branch for openness, constructive collaboration and professionalism in their work.
