01.03.2016

IDGC of Centre – Smolenskenergo division is actively preparing for the operation through the flood period. The branch set up a commission that will provide planning, coordination and monitoring of anti-flood measures.

Specialists of Smolenskenergo developed and approved a plan of measures to ensure reliable operation of power grid facilities in the flood period, including removal of stocks of equipment, materials and other property from potential flood zones. The list of power supply facilities of the branch (sections of overhead lines, substations, buildings) was approved where there are high-risk areas in the flood period, as well as the threat of flooding, or which were observed over the past three years in the flood period.

Prior to the flood period forecast of the timing of passage and the maximum intensity of the flood will be specified, briefings of operating, maintenance and repair personnel will be repeated, and emergency response training will be conducted for action in case of flooding of electric grids.

In the period of high water in the entire service area of Smolenskenergo regular examinations of power facilities will be conducted in areas of anticipated flooding (there are more than 200 such facilities, most of them are located in the southern and eastern districts of the region).

The branch has the required supply of materials, equipment and motor vehicles, backup power supply sources and staff for rapid elimination of possible damage and emergencies. With major technological violations of power supply to consumers during the spring flood, as in other periods of the year, 263 first responding and repair crews (1,011 persons) and 355 vehicles of Smolenskenergo are ready for first responding and restoration operations. To deliver personnel and materials to the work site and to perform them units are equipped with motor and rowing boats, staff was trained and received the right to water transport control. To assist in the liquidation of technological violations in other branches of IDGC of Centre Smolenskenergo created 8 mobile crews (42 people, 16 vehicles, including 8 special vehicles) located at 4 large bases of Distribution Zones.

For efficient removal of possible emergency situations the branch organized interaction with divisions of EMERCOM and local administrations, as well as tested redundancy of circuits to supply power to customers, who are fed through flood-prone areas.
