IDGC of Centre - Smolenskenergo division informs that in connection with the failure of municipalities to pay for outdoor lighting services rendered, the finance commission of the branch decided to suspend from November 1, 2015 the provision of outdoor lighting services until existing receivables are paid. The debtors are the city of Smolensk, Izdeshkovskoye rural settlement, Safonovsky district, Vaskovskoye rural settlement, Pochinkovsky district, Knyaschinskoye rural settlement, Dorogobuzhsky district, Prigorskoye rural settlement, and Smolensk district.
In accordance with paragraph 19 of Article 14 of Chapter 3 of Federal Law of 06.10.2003 N 131-FZ (edition dated 06.29.2015) "On general principles of local self-government in the Russian Federation" organization of landscaping of settlements (including street lighting) refers to matters of local urban and rural settlements. Accordingly, payment for the maintenance of street lighting is made by municipal administrations in accordance with the conditions determined by concluded municipal contracts. Currently, the debt to pay each month is growing, so it was decided to suspend the provision of services.
It is necessary for the public to address to administrations of their municipalities with complaints about the absence of street lighting.
