IDGC of Centre - Tambovenergo division summed up the realization in the 1st half of 2015 of measures to curb non-metered and non-contractual electricity consumption in the Tambov region.
In the mentioned period staff of Distribution Zones and Electricity Metering Office in conjunction with specialists from the Security Service of the branch held large-scale raid operation, which revealed 872 facts of illegal power consumption. The total amount of the identified non-contractual and non-metered electricity consumption in the service area of Tambovenergo totalled 8 million kW/h, the amount of damage is about 11 million rubles.
Particular attention was paid to dealing with problem customers. It was preceded by thorough training and instruction of participants of the raids by specialist of Security Division of Tambovenergo. Along with the security unit of the branch, as part of the operational-search activities officers of the Federal Security Service and the Ministry of Internal Affairs of Russia in the Tambov region were involved to take part in the raids. Implemented measures helped identify the facts of theft of electricity, totalling more than 1 million kW/h.
The power engineers took measures to compensate for the damage caused to the company. In the first half of 2015 unscrupulous consumers already paid for 116 acts of non-contractual consumption totalling 4.9 million rubles, and 707 acts of non-metered consumption in the amount of 5 million rubles, including for previous periods. With the rest of offenders the debt will be levied in a compulsory way in court, with recovering all court costs from perpetrators. At present, specialists of Department of Legal Support of Tambovenergo do claim-related work on 61 most serious cases of non-contractual electricity consumption. Under 56 facts the courts ruled out to recover from the unfair consumers the non-contractual amounts of electricity consumption. A criminal case on grounds of crime under Part 1 of Article 165 of the Criminal Code ("Causing damage to property owner or other owner of the property by fraud or breach of trust in the absence of signs of theft, committed on a large scale") in relation to the consumer in the working settlement of Dmitrievka.
"As a result of illegal connections to power lines the company receives fewer financial resources, which were planned to be used for reconstruction of the electric grid complex, commissioning of additional capacities. Such acts are fraught with unfair consumers themselves, since they can not only lead to electric shock, electrical appliances damage, fires, increase in electricity tariffs, failure of expensive power equipment, but also to lawsuits and, in some cases, criminal cases," stresses Head of Electricity Metering Office of Tambovenergo Vyacheslav Salnikov.
