Smolenskenergo summed up the investment program in 2014

In 2014 IDGC of Centre - Smolenskenergo division spent more than 1 billion rubles (excluding VAT) on the investment program. Of this amount, 613 million rubles were spent on improving the reliability of the grid operation at the expense of modernization and reconstruction, 473.4 million rubles were allocated for new construction and expansion.

In order to improve the reliability of electricity supply to consumers 564 km of power lines of different voltage levels were commissioned. The commissioned capacity for the current year amounted to 56 MVA. The volume of investments in the construction and reconstruction of 0.4-10 kV power lines, 35-110 kV (without grid connection) amounted to 211.4 million rubles. The construction and reconstruction of 35-110 kV substations, transformer substations and distribution points (without grid connection) for 2014 amounted to 160.9 million rubles.

Of the total capital investments in the past year, 561.4 million rubles were spent on connection of customers to the grid of Smolenskenergo. For these purposes 419 km of power lines of different voltage levels were put into operation, and the commissioned capacity was 46 MVA. 343.2 million rubles were allocated for grid connection of physical and legal persons up to 15 kW.

Major investment projects implemented in 2014 by the amount of investment are:

  • Construction of a 0.4 kV overhead line in the Smolensk region at a transformer substation (physical and legal persons up to 15 kW) - 178.1 million rubles;
  • Supply Substation Reliability - 2014. Retrofitting of the 110 kV Substations: Novodugino, Gornaya, Kanyutino, Elnya, Vskhody, Znamenka, Mishino, Svetotekhnika, Mikhailovskaya, Western, Chernushki, North, Ershichi, Shumyachi, Maksheevo; 35kV Substations: Sapsho, Khoroshovo, Komarovka, Chepli, Kolodnya - 112.7 million rubles.
  • Upgrade of a 10-110 kV overhead line with extension of ROWs for 2014 - 101.3 million rubles;
  • Upgrade of a 0.4-10 kV overhead line in Smolensk and the Smolensk region in 2014 - 71 million rubles;
  • Data Collection and TRnasmission Systems: Installation of digital communication channels at the Substations Prechistoye, Dukhovschina, Yartsevo-1, Kozino, Diffusion, Pochinok - 45.8 million rubles.

The largest investment project for the reporting period - "Supply Substation Reliability - 2014. Retrofitting of the 110 kV Substations: Novodugino, Gornaya, Kanyutino, Elnya, Vskhody, Znamenka, Mishino, Svetotekhnika, Mikhailovskaya, Western, Chernushki, North, Ershichi, Shumyachi, Maksheevo; 35kV Substations: Sapsho, Khoroshovo, Komarovka, Chepli, Kolodnya". The project provides for: replacement of 10 kV oil switches for vacuum circuit breakers of 82 pcs.; replacing of 35kV short-circuiting and isolating switches for gas-insulated circuit breakers of 2 pcs.; replacement of protection of 10,35,110 kV lines, of power transformers bushings and sectionalizing switches with microprocessor based (equipment with relay protection cabinets of a power transformer (primary and backup transformer relay protection, relay protection of a HV switch, relay protection of a MV switch, relay protection of a LV switch, an automatic tap changer)), relay protection cabinets for sectionalizing switches (relay protection of a sectionalizing MV switch, relay protection of a sectionalizing LV switch)) - 145 pcs.; replacement of 110 kV oil circuit breakers with gas-insulated circuit breakers of 4 pcs.; installation of 1 operating current system, which provides for working and backup power for relay protection devices, emergency automation, commercial electricity metering devices, controllers and drives of high-voltage switches.

This project will improve the quality of electricity, increase the reliability of electricity supply, and the use of new equipment meeting modern requirements will enhance the reliability of operation and reduce maintenance costs.

An essential part of the investment program in 2014 is to improve systems of automation, remote control and communications. 74.4 million rubles were allocated for this purpose.

The realization of an energy saving and increasing energy efficiency project to implement the AMR system for the wholesale and retail electricity market continued. The volume of capital investments amounted to 10 million rubles.

The investment program implementation is aimed at providing reliable and quality power supply to consumers in the region, increasing the availability of power grid infrastructure for the rapid socio-economic development of the Smolensk region.
