Staff of the Government of the Voronezh region discussed the operation through the autumn-winter period and outlined the debt repayment schedule for major nonpayers of IDGC of Centre

Questions of the operation through the autumn-winter period and repayment of debts to IDGC of Centre - Voronezhenergo division major nonpayers were the focus of the next meeting of the Staff of the Government of the Voronezh region to ensure the reliability of electricity supply, which was held yesterday in Voronezh. Representatives of the regional executive authorities, the regional Office for the state regulation of tariffs, Voronezh Energy Retail Company, a branch of JSC "SO UES" Voronezh Transmission Control Centre, EMERCOM of Russia in the Voronezh region, the Upper Don Office of the RTN and others took part in the work of the Staff. Voronezhenergo was represented by Director of the branch Ivan Kleymenov, who is Deputy Chief of the Staff.

As reported by Chief of the Staff, Head of the regional Department of Housing and Energy Vadim Kstenin, the operation autumn-winter of 2014-15 is going in the region in the normal mode, there are no major technological disturbances in territorial grid companies, which provide electricity to consumers, recorded at the moment. Minor violations that occurred in grids of Voronezhenergo were promptly eliminated by the power engineers.

Ivan Kleymenov stressed in his speech that the main factors that gave rise to failures were related to poor technical condition of electrical installations of consumers. At the same time, Head of Voronezhenergo noted the average fault removal time by specialists of the branch in December 2014 decreased by 10% compared to the same period of 2013.

Next the Staff considered the debt of large consumers to Voronezhenergo - LLC "RASCO" - "VSZ" and Voronezh Energy Retail Company (JSC "VESK"). As of 20.01.2015 the debt of RASKO amounted to 13.8 million rubles, Including 8.5 million rubles overdue, the debt of JSC "VESK" - 947 million rubles. In accordance with the contract, the retail company should pay Voronezhenergo for services rendered in the amount of 100% up to the 15th day of the month following the settlement one. These commitments for December 2014 were not met in a timely manner. According to the decision of the Staff, RASKO was ordered to repay the energy sector in full by the end of February, and JSC "VESK" - until January 30.

Head of the Staff Vadim Kstenin stressed the importance of this decision. "Debts for electricity are a threat to the reliability and security of power supply. Timely repayment of debt will allow to avoid the formation of cash shortages of the budget," he stated.

It should be added that, if necessary, the Commission working in the region to improve the payment discipline, which recently was also engaged in monitoring settlements with electricity companies, can be involved to work with debtors of Voronezhenergo.

The initiative to organize joint regional commissions to monitor the situation with payments for electricity and transmission services to companies of the electricity sector was given by the Group of Companies "Russian Grids". Appropriate letters were sent to heads of 68 subjects of the federation, where subsidiaries of "Russian Grids" operate. It is proposed to include representatives of administrations, financial monitoring service, tax service, law enforcement agencies, retail companies and consumers into the commissions, who during weekly meetings will be to assess the current situation of mutual settlements for electricity supply and transmission services. It is planned that the newly created agencies will be able to make timely and operational solutions to improve payment discipline and avoid negative consequences.

Most regions, including all 11 subjects of the Central Federal District, where IDGC of Centre operates, have already supported this initiative.
