Tambovenergo and Lipetsk Transmission Control Centre held joint exercises

September 18, 2014 in the Tambov region there were joint exercises held of IDGC of Centre - Tambovenergo division (Tambovenergo) and a branch of "SO UES" "Regional dispatch control centre of power systems of the Lipetsk and Tambov regions" (the Lipetsk Transmission Control Centre), the General Directorate of the Russian Emergencies Ministry in the Tambov region and executive authorities in the region to eliminate violations of electricity supply to consumers at low temperatures. The exercise was held in preparation for the autumn-winter operation period of 2014-2015.

The event was attended by operators of the Lipetsk Transmission Control Centre, operational staff of IDGC of Centre - Tambovenergo division, a branch of JSC "FGC UES" "Upper Don Transmission Grid Company", a branch of "TCS" "Tambovelectrosetservise", a branch of JSC "Russian Railways" Michurinskaya distance of Directorate of electricity infrastructure of the South-Eastern Railway and LLC "Kotovskaya CHP", staff on duty of the General Directorate of EMERCOM of Russia in the Tambov region.

The exercises were held in order to develop joint actions of the Lipetsk Transmission Control Centre, subjects of the electric power industry, EMERCOM of Russia in the Tambov region and regional authorities with emergency response in the regional power system at low outdoor temperatures.

According to the scenario, developed jointly by the Lipetsk Transmission Control Centre and the Grid Control Centre of Tambovenergo, in the conditions of repair of one of 110 kV transmission lines as a result of adverse weather conditions there was damage or tripping of other 110 kV transmission lines with protection, which led to disruption of power supply to a large part of the city of Tambov and the Tambov region. In the area of conventional trips there were socially significant customers, including medical facilities, boilers, sewage pumping stations and schools, more than 90 thousand customers. A total of 230 transformer substations were conventionally de-energized.

Having received timely information about the failure, the operators of the Lipetsk Transmission Control Centre in accordance with the rules of the exchange of information in emergency situations reported the incident to a superior control center - a branch of JSC "SO UES" "United Dispatch Grid Management Centre" (System Operator of Centre), EMERCOM of Russia in the Tambov region and RTN.

After assessment of the circuit operation situation, emergency repair crews of Tambovenergo began to implement measures aimed to prevent developing the failure and its rapid elimination. Power engineers of the Tambov branch of IDGC of Centre received an instruction of the Lipetsk Transmission Control Centre to inspect and switch off the damaged power grid equipment and put back to operation the power equipment under repair for the duration of the emergency elimination.

Staff of the Tambov branch of IDGC of Centre in the minimum time organized emergency repair work. After switching off the damaged section of the 110 kV power line for repair and connection of some de-energized 110 kV substations the power supply of 160 transformer substations of the city of Tambov was restored. In the period of the emergency elimination a 110 kV power line was put back into operation which was undergoing the scheduled maintenance, which allowed to restore normal operation of the power grid of the Tambov region.

Upon completion of the exercises some analysis of the actions of all participants was carried out. The results confirmed the high availability of the operational staff of Tambovenergo and the subjects of the electric power industry to work in difficult operation conditions, typical for the autumn-winter period.
