Tambov power engineers of IDGC of Centre summed up the operation through the autumn-winter peak loads


During a press conference the questions of the journalists of the regional press were answered by Deputy Director for Technical Issues — Chief Engineer of IDGC of Centre — Tambovenergo division Igor Polyakov.

Tambovenergo successfully operated through the 2012/2013 autumn-winter period, while preventing serious accidents and violations in the operation of the equipment.

Currently, IDGC of Centre — Tambovenergo division supplies electricity to most of the residential sector, social infrastructure, industrial and agricultural enterprises of the Tambov region, with more than 250,000 customers.

Tambov power engineers conducted a thorough preparation for the winter. A key element in the preparation of the power grid complex to ensure reliable operation in the autumn-winter period was an extensive repair program, on the implementation of which more than 111 million rubles were spent in 2012.

So in 2012 over thousands of kilometres of power lines of 0.4-110 kV, 215 transformer substations of 6-10/0.4 kV and 4 substations of 35-110 kV were repaired.

For consumers of the private sector more than 2 km of worn bare wire was replaced with self-supporting insulated wire. Particular attention was paid to the state of networks supplying socially significant facilities. The preparatory work for the autumn-winter period included the inspection of technical condition and repairing damage to the cables and overhead power networks of kindergartens, schools, hospitals and clinics.

As part of the operation through the autumn-winter period the interaction was provided with the Administration of the Tambov region, local authorities, the Ministry of Emergencies of Russia, a branch of FGC UES Upper Don PMES, a subsidiary of SO UES Tambov Transmission Control Centre, a branch of JSC «Quadra — Eastern Generation», a branch of «TCS» «Tambovelectrosetservice», with which joint exercises were held to eliminate possible violations of power supply.

In order to ensure the safe operation of staff in 2012 the restoration of electromagnetic locks at 10 substations of 35-110 kV was performed.

At 17 substations arc fault protection was installed, in addition, oil circuit breakers were replaced with vacuum in a quantity of 23 pieces.

Tambovenergo fully formed an emergency supply, employees are provided with new vehicles and equipment, and electric protective means.

To perform restoration operations the branch has 29 first responding mobile crews operating round the clock, and has formed 10 mobile crews of 60 persons and 20 vehicles that are equipped with tools, accessories and food for three days, and can be quickly sent to any location of the region to help districts at the time of a possible technological disturbance, as well as outside the region.

80 redundant power supply sources have been prepared to work. They are fully equipped and ready to start operating just-in-time. Communication devices and lighting systems have been tested.

Implementation of the plans to repair equipment, scheduled activities and reconstruction of substations in 2012 allowed the branch to obtain its certificate of readiness in a timely manner and to ensure the stable and reliable operation of power grids in the 2012/2013 autumn-winter period.

Preparing for winter is the priority activity, which power engineers pay special attention to.

«For the second year the list of activities includes a new type of activity for us — expansion of ROWs along high-voltage power lines. In 2012, the ROWs of overhead power lines of 10-110 kV were extended in an area of 116.7 hectares,» said Chief Engineer of the branch Igor Polyakov. «In the 1st quarter of 2013 we have already performed 45.6 ha and this work will continue. The performed scope of the expansion of the ROWs also affected the steady operation through the autumn and winter period.»

Already, specialists of IDGC of Centre — Tambovenergo division are starting a set of measures to prepare for the 2013-2014 autumn-winter period.
