Smolenskenergo held joint exercises on emergency response to the threat of a power failure at low temperatures

In mid-November 2012 joint exercises were held on emergency response to the threat of a power failure at low ambient temperatures in Rudnyansky district of the Smolensk region. The training was led by Deputy Governor of the Smolensk region Alexander Medvedev — the head of the regional headquarters of the security of electricity supply in the Smolensk region.

Among the participants of the event — Head of Department of the Smolensk region on energy, energy efficiency, tariff policy Oleg Rybalko, Head of Department of state building and technical supervision and oversight of the technical condition of the self-propelled vehicles and other vehicles of the Smolensk region Yury Puchkov, Deputy Head of Department of utilities of the Smolensk region Evgeny Prudko, Deputy General Director of IDGC of Centre — Smolenskenergo division director Sabir Agamaliyev, Director of FGC UES “Bryansk transmission grid enterprise” Anatoly Kolotukhin, Director of OJSC “System Operator of Unified Energy System” “Regional transmission control centre of the power systems of the Smolensk, Bryansk and Kaluga regions” Alexander Diveykin, State Inspector of the Central Office for technological and environmental supervision of the Federal Service for Environmental, Technological and Nuclear Supervision Viktor Sukhorukov, Chief Engineer of OJSC “ElS” Alexander Grosberg, and Head of the Centre for Crisis Management of General Directorate of EMERCOM of Russia in the Smolensk region Sergey Parmenenkov. Managers and representatives of companies of Rudnyansky district were also invited.

As a simulated emergency it was selected to have a blackout of consumers of Municipal Formation “Rudnyansky district” due to damage of power grids equipment because of adverse weather conditions (squally wind up to 20 m/s, ambient temperature: — 23 degrees). The training target — to check the readiness of the exercise participants to action for prevention and elimination of emergency situations, and the task — training personnel to interact with electric power subjects, municipal organizations, regional (territorial) offices of EMERCOM of Russia while performing the emergency response related to the interruption of electricity supply at the low ambient temperature. All the participants of the exercise showed a high level of training and knowledge.

During the event causes of an emergency at power facilities were considered located in Rudnyansky district, accidents and actions of operators of the Smolensk Transmission Control Centre, measures aimed at isolation and elimination of an emergency, and the procedure for restoring normal power supply to consumers were analyzed.

Representatives of Smolenskenergo reported on the area of potential outage in Rudnyansky district, measures to isolate and minimize the consequences of the emergency, the order of restoration of normal electricity supply, schedule of repair of the damaged equipment and energizing of socially important customers (the first stage of power supply restoration).

After considering the theoretical issues, the participants of the exercise went down to practice. They worked out practical actions of operators of the Smolensk Transmission Control Centre in aftermath of the emergency, the operational staff of electric power subjects and municipal organizations in the aftermath of the emergency. The exercise participants visited places of practical operations of managers and staff of the municipal enterprises to minimize the effects of the emergency.

“Information interaction within a unified state system of prevention and liquidation of emergency situations in the Smolensk region is provided by a branch of SO UES Smolensk TCC — explained the head of the mobilization and civil defence of IDGC of Centre — Smolenskenergo division Taras Yukhimenko. — Operators of our branch addresses operational and technological management of electricity grids of the Smolensk region, take measures for isolation of failures and provide electricity supply, perform routine switching, work place preparation and permit crews to work, organize restoration operations, control and coordinate working crews.”
