Reconstruction of the Grid Control Centre of Kostromaenergo has been completed

IDGC of Centre — Kostromaenergo division opened a control center of the Grid Control Centre after the reconstruction with its transfer to new premises.

Three main work places for operators of Kostromsky, Galichsky and Sharyinsky control areas and two backup work places were created in the new GCC. The control center meets all modern standards. It is equipped with a system of collective data display, consisting of ten video cubes, in the hall — there is automated climate control and ventilation. The workstation displays all the information that comes from facilities under control — 35-110 kV substations.

Operator in real time sees changes in the technological state of the equipment, voltage levels and loads. The main and backup channels of communication and remote control of the facilities were organized and also of control centers of operational and technological groups of DEN and electric utilities’ facilities: Kostroma TCC, a branch of SO UPS, substations of Volga-Oksky enterprise of transmission electric grid, substations of Northern Railway, substations of Heat-Generating Company (TGC-2).

Organization of the Grid Control Centre in Kostromaenergo began in August 2006 with the implementation of the first stage of non-operating functions. One of the main requirements that determined the taking of operational functions was the presence of primary and backup direct communication channels with the facilities under controls, organization of transfer of telemetric information between control centers, GCC and substations, and training of operating personnel.

In November 2009, the GCC took over operating control functions over the electric grid in the region. Since then, the newly created structure monitors the electrical grid of 0.4 — 110 kV, providing control of power equipment and power lines. This has reduced the time to eliminate technological failures in the electricity system in the region, as well as improve the reliability of the entire electric grid. The Center began to perform the control over equipment in the amount of 12 power lines of 110 kV, 37 overhead lines of 35 kV, 62 substations of 35-110 kV. The main task today is the completion of the schedule of transition to the target model of operational and technological management of the branch to improve the manageability of the equipment and reduce the time of decision-making process for the elimination of violations and restoration of power supply to consumers. The transition to the target model of operational and technological management will be completed early in the third quarter of 2012.

“The benefit of the created system is in the rapid exchange of information. Reliable and uninterrupted power supply of consumers depends on how intelligently the operation personnel work”, — notes Deputy General Director of IDGC of Centre -Kostromaenergo division director Alexander Glebov.

In order to improve staff skills in Kostromaenergo actions are continuously practiced in emergency response, switching performance to put for repair and back of electrical equipment. All this guarantees the reliability of the electric grid in the region and uninterrupted electricity supply of consumers.
