On April, 12th 2011 in City of Moscow IDGC Holding, OJSC and Administration of Volgograd Region concluded Agreement on realization of measures on providing of reliable electric power supply and creation of conditions for technological connection of consumers to electric grids. The Document was signed by Director General of IDGC Holding, OJSC Nikolay Schvets and Governor of Volgograd Region Anatoly Brovko.
Agreement is aimed at providing effective social and economic development of Volgograd Region, satisfying growing power wants of power industry, agriculture, small business and household consumers, creation of necessary conditions for construction, reconstruction, technical re-equipment and proper operation of electric grid facilities, consolidation of distribution electric grids of region on the base of branch of IDGC of South, JSC — “Volgogradenergo”, as well as increasing of anti-terrorist protection of electric grid facilities.
As Nikolay Schvets pointed out, signing of the Agreement is a milestone event, opening the door to long-term mutually beneficial co-operation of the Parties. Realization of document’s provisions will contribute to total improvement of social and economic situation in region and increasing of reliability of electric power supply of consumers, as well as development of distribution electric grid complex of IDGC Holding with solving of number of problematic actual issues, among which are, particularly, tariff regulation on the territory of Volgograd Region and payment discipline of region’s consumers.
“This Agreement gives us opportunity to co-operate more closely for the good of development of the whole Volgograd Region, — Anatoly Brovko said in his turn. — Without understanding of perspectives of development of investment component of any region it is pointless to speak about development of power industry, that is why we are committed to inform in details about all our investment projects”.
In frames of Agreement Administration of Volgograd Region is intended to render assistance to IDGC Holding in realization of Investment Program of “Volgogradenergo”, in giving land plots for construction of facilities of engineering infrastructure, in increasing of payment discipline of consumers and fast transfer of “Volgogradenergo” to tariff regulation by return on invested capital method (RAB-regulation). Administration of region is also intended to include Program of perspective development of electric power accounting systems of “Volgogradenergo” to Regional Program of power effectiveness and give state support to arrangements in the sphere of energy saving, as well as provide development and actualization of schemes and programs of development of Volgograd Region involving System Operator of UES (SO of UES, JSC).
IDGC Holding, in its turn, will co-operate with JSC FGC of UES, SO of UES, JSC and generating companies in issues of synchronization of introduction of power facilities, as well as will control observation by IDGC of South, JSC of its responsibilities on tax payments to budget of Volgograd Region.
