Arrears of Atomenergosbyt to IDGC of Centre reached 3 billion rubles

30 December 2015

So, for 11 months of 2015 IDGC of Centre provided services for transmission of electric energy to the supplier of last resort JSC "Atomenergosbyt" in the amount of 15.5 billion rubles, of which, as of 29 December 2015, only 12.8 billion rubles or 82.5% were paid for. The amount of 0.65 billion rubles is not recognized by Atomenergosbyt without stating reasons, although most of it is to pay for the volume of electricity transmitted to consumers of the city of Rzhev in the Tver Region, which is paid by consumers to the supplier of last resort and then does not go the grid company.

In turn, IDGC of Centre does not have to JSC "Atomenergosbyt" undisputed debt for the loss of electric energy.

Disputed accounts receivable for losses are associated with differences of JSC "Atomenergosbyt" on volumes of electricity transmitted to consumers. IDGC of Centre has certificates of taking electricity meter readings in accordance with which the volume of electricity received by consumers is 283 million KWh more than JSC "Atomenergosbyt" considers. The economic benefit is obvious: instead of paying this amount to the grid company, the supplier of last resort, in contrast, requires payment from the grid company, and the tariff for the losses, on which the sales company wants to write off the indicated millions of kWh higher than the rate for the transmission.

Settlement of disputed debt occurs in the courts, as for today IDGC of Centre filed 113 lawsuits against JSC "Atomenergosbyt" totalling 825 million rubles.

At the same time the recognized debt of JSC "Atomenergosbyt" is 2.4 billion rubles, which corresponds to nearly two months’ consumption of electricity transmission services in three regions (Kursk, Smolensk, Tver). Termination of payments by JSC "Atomenergosbyt" for services on electric power transmission threatens the preservation of financial and economic stability of IDGC of Centre and as a result, threatens the security of energy supply in the regions of the Central Federal District. In addition, this non-compliance with its obligations makes it impossible for the grid company to fulfill its obligations to suppliers and contractors, including PJSC "FGC UES".

The company notes that what is happening is more and more similar to the situation with the notorious company Energostrim, whose debt to the grid companies is billions of rubles.
