IDGC of Centre asks General Procurator’s Office of the Russian Federation to check the management of one of the worst defaulters - JSC "Atomenergosbyt" - on the subject of unjust enrichment

IDGC of Centre has sent a statement to General Prosecutor of the Russian Federation Yuri Chaika, in which asks management of the supervisory body to check leaders of one of the largest debtors of the company - JSC "Atomenergosbyt" - (a subsidiary included in the State Corporation "Rosatom" CJSC "Concern Rosenergoatom ") for signs of crime.

As noted in the document, in 2014 the given company as a result of tenders held by the Russian Ministry of Energy was given the status of a supplier of last resort in the Kursk, Smolensk and Tver regions, within the service area of IDGC of Centre. Agreements were signed between the power grid company and JSC "Atomenergosbyt", according to which IDGC of Centre was obliged to provide JSC "Atomenergosbyt" in these regions services on electric power transmission and JSC "Atomenergosbyt" was obliged to pay for them in the order established by the agreements. However, now JSC "Atomenergosbyt" does not perform the obligation to pay as provided for in the agreements. At the same time, overdue receivables of the provider of last resort for less than two years have had a steady growth: so, as at 01.01.2015 it amounted to 0.6 billion rubles, 01.07.2015 - 0.9 billion rubles, and 12.27.2015 - already 3 billion rubles. In December 2015 JSC "Atomenergosbyt" suspended all payments to IDGC of Centre.

IDGC of Centre takes such actions as puzzling, given the fact that the company is associated for many years of fruitful cooperation with the State Corporation "Rosatom", which controls JSC "Atomenergosbyt". The statement stressed that the cessation of payment of JSC "Atomenergosbyt" for services on electric power transmission threatens the preservation of financial and economic stability of IDGC of Centre and as a result, threatens the security of energy supply in the regions of the Central Federal District, the most frequently affected by natural disasters in the form of freezing rain, snow and fire, as well as the neighbouring state on the territory of which there is fighting. Thus, the actions of the management of JSC "Atomenergosbyt" is seen intent to unjust enrichment and retention of monetary funds, threatening energy security and defense capability of the Russian Federation.

Based on the foregoing and in accordance with Article 10 of Federal Law of 17.01.1992 №2202-1 "On the Prosecutor’s Office of the Russian Federation" IDGC of Centre asks General Prosecutor Yuri Chaika to check the activities of JSC "Atomenergosbyt" for the presence in the actions of the leaders of the organization evidence of a crime and to give a legal assessment of the information contained in the statement.
