In May 2013 in the city of Yartsevo in the street LMPS (mechanized forest fire station) at package urban transformer substation of 10 — 0.4 kV # 72, powered from overhead line 1014 of Substation Yartsevo-2, a specialist of Yartsevsky Distribution Zone of IDGC of Centre — Smolenskenergo division found an unknown object of a cylindrical shape, wrapped with insulation tape, with a cell phone attached to it, as it was reported to the call centre of Inter-municipal department of the Russian Interior Ministry «Yartsevsky».
During the inspection of the scene the following items were taken: TNT weighing 270 grams and components of an improvised explosive device.
The security staff of IDGC of Centre in the interaction with the staff of the FSB Office and the Russian Interior Ministry in the Smolensk region took prompt measures to interrogate eyewitnesses, clarify the circumstances of the incident, obtaining other noteworthy information.
As a result of search operations after only three days a suspect was arrested who could manufacture the improvised explosive device and install it at package urban transformer substation # 72 — Oleg Nikiforov, who admitted his involvement in the crime.
According to the verdict of the Municipal Yartsevsky Court of the Smolensk region in September O. Nikiforov was convicted of offenses under Part 1 of Art. 222 and Part 1 of Art. 223 of the Criminal Code of the Russia Federation.
Thus, early detection of the improvised explosive device and operational cooperation of IDGC of Centre with law enforcement agencies to investigate the crime, as well as the measures taken by the police allowed preventing an explosion and damage to the power facility.
