General Director of IDGC of Centre Dmitry Gudzhoyan took part in the All-Russian Conference “Perspectives of implementation of the program to develop the charging infrastructure for electric vehicles in the Russian Feder

The conference was held in Moscow under the auspices of FGC UES of Russia. During it, the company announced the creation of the All-Russian program to develop the charging infrastructure for electric vehicles in the Russian Federation for the period 2013-2015. This was stated by First Deputy Chairman of the Management Board of FGC UES Roman Berdnikov.

“Creation and launch of the All-Russian program to develop the charging infrastructure for electric vehicles is planned for the period 2013-2015. The program provides a system participation of the electric grid in the electric vehicles and charging infrastructure market development, and will focus on the experience of “Moscow United Electric Grid Company — EV”, — said Roman Berdnikov. According to him, a working group has been created and a detailed plan of actions has been developed, which will be finally approved in the first quarter of next year, since the implementation of the project should take into account not only the needs of consumers, but also calculate the future load in the grid.

“Creating a charging infrastructure for electric vehicles — one of MOESK company’s priorities — said Pyotr Sinyutin, head of Moscow United Electric Grid Company. — We are ready on our technological platform to implement solutions that will be taken within the All-Russian program. In addition, the company will continue to finance experimental design developments in this area, which are in demand in the market today. Results of the first phase of the project ‘MOESK — EV’ showed that the charging infrastructure works effectively. Looking ahead over the next three to five years, we plan to transfer a third of the fleet of vehicles of the company EVs.”

At the conference an intention was announced on a system involvement of the electric grid in the electric vehicles and charging infrastructure market development. The main focus of the program is to create a publicly available (for personal and commercial EVs) and specialized (for public transport) charging infrastructure and the widespread use of electric vehicles for production needs of electrical grids. In addition, the program will stimulate innovation, commercialization of R&D of the electric grid complex, the development of the domestic automobile industry and nanotechnology.

The program will form a plan for the deployment of infrastructure taking into account climatic and geographical characteristics of the territory of the Russian Federation in the west to the border with Siberia for cities with a population of over 500 thousand people. It is also assumed to relate plans to deploy the infrastructure with plans of automakers to deliver electric vehicles and plug-in hybrids to the Russian market. To implement the project partners will be involved working in the electric vehicles market and smart grid infrastructure in Russia and abroad.

The core of the program will include experience of the research project “MOESK-EV”, which has been performed by Moscow United Electric Grid Company since 2011 with major players in the market of electric vehicles and charging infrastructure. The project, developed with taking into account the world trends in the automotive industry and the intelligent grid infrastructure (Smart Grid), is to ensure the efficient operation of power grids in the mass introduction of electric transport in Russia.


About the “MOESK-EV” project

The project was implemented in the service area of MOESK in Moscow and Moscow region. During the first phase of the “MOESK-EV” project 28 charging stations were installed and commissioned, 25 of which — AC stations and 3 quick DC charging stations of CHAdeMO standard. The charging stations were installed in the corporate fleet facilities of MOESK, dealing centres of LLC “Rolf-Import”, the innovation centre “Skolkovo”, and SEC “City”. 26 charging stations were opened for wide access, including quick charging stations. All the charging stations integrated into a single network of charging stations managed by the commercial operator — LLC “Revolt” with the help of specialized software with remote control. Customer support service is in operation.

As a result of the first phase of the “MOESK-EV” project experimental data were obtained on electric vehicles and charging stations, taking into account the different types of weather and road conditions, data on peak load smoothing as part of the implementation of the Smart Grid strategy in Russia, and approaches were also developed to standardization of charging stations and devices in the country. Additionally a business model was developed for participation of a distribution grid company in the charging infrastructure market. Under this business model it is planned for the next 6 years to deploy in Moscow and the region a network of 2260 charging stations, including 310 quick charging complexes.

The second stage of the “MOESK-EV” project will include the development of technology for ultrafast charging for modern public electric vehicles (electric buses), which will make a cost-effective replacement of diesel buses and trolleybuses for modern makes of electric buses. Replacing the fleet of diesel buses, each of which is equivalent in terms of harmful emissions into the atmosphere of about 350 cars, is a very urgent problem in the context of improving the environmental situation in major cities, where more than 90% of air pollution is caused by traffic. In addition, according to experts, contact (traditional non-autonomous) electric transportation — one of the major causes of congestion in major metropolitan areas, as usual trams and trolley buses are too slow. In addition, they are ineffective in terms of electricity consumption. The transport system using ultrafast charging stations developed in the framework of the “MOESK-EV” project will allow to use electric buses under the same operating conditions as diesel buses or trolley buses practically removing restrictions on daily run time and overnight stay.

The second phase will focus on the promotion of the charging infrastructure in regions. So, now within the federal pilot project “Electric transport” the first integrated projects for large scale use of electric buses are being prepared in the Moscow region, Kazan, Novosibirsk, and the Stavropol region. The expansion of the “MOESK-EV” project and the new program of FGC UES will prepare Russia’s energy infrastructure to the expected growth in demand for electric transportation in the consumer and industrial segments of the economy, including solving the problem of “energy peaks” through a system of Smart Grid. Thus, a certain amount of electric vehicles at the same time on a night charging and implementation of energy storage devices that can take energy at night and during the day inject it will be able to smooth out fluctuations of loads in power grids. However, according to Moscow United Electric Grid Company, for the development of the electric charging infrastructure it is needed to implement a number of legislative initiatives. Among them — the removal of restrictions on the sale of electricity to charge the batteries of electric vehicles, the establishment of a simplified procedure of connection of charging facilities to the grid infrastructure for vehicles with electric motors, as well as measures aimed at stimulating the development of charging infrastructure facilities and the partial replacement of fleets of vehicles, using vehicles with internal combustion engines for electric vehicles and reducing taxes on import of vehicles with electric motors, components, assemblies and parts for them.

Having started the development of the charging infrastructure in the near future, Russia will be able to remain in the context of global trends in the development of electric vehicles. According to forecasts of the world’s experts, by 2020 the share of electric vehicles can reach 5-10% of the total number of cars in the world. In Russia, according to optimistic forecasts, by 2020, about 200 thousand cars with electric motors could be used. According to Moscow United Electric Grid Company Electric the fleet of electric vehicles in the Moscow region by that time will be from 50 to 110 thousand cars of various types.

For reference: Since 2009 more than 30 different models of plug-in hybrids and electric vehicles have been delivered to the markets of different countries. In Russia, the first electric cars appeared in 2011. Mass deployment of charging infrastructure for a new type of transport in the world began in 2010, the real mass production of equipment — at the end of 2011. In Japan, the number of quick charging stations is 1366 pieces, in Europe — 242, and in other regions — 85. In Russia there are 5 quick charging stations. In the world practice, quick charging stations are installed on the highway, along exit main roads, at traditional gas filling stations and major shopping centres.
