The city day of safety passed on the site of Belgorodenergo

On the site of Belgorodsky Distribution Zone of IDGC of Centre – Belgorodenergo division a city day of safety was held, timed to coincide with the World Day for Safety. More than 60 representatives of large enterprises and organizations of the regional centre led by the head of the city department of economic development Dmitry Aldayev and the chairman of the Coordination Council of organizations of trade unions of Belgorod Lyubov Kireeva became participants of the event.

Engineers and responsible specialists in the field of safety examined the repair and production base of Belgorodsky Distribution Zone, got acquainted with the work of the medical and psychological centre for diagnosis and rehabilitation of employees, visited the training centre equipped with special software for personnel training. They participated as observers in bench tests of attached ladders and other power equipment, exchanged opinions on the state of working conditions and the level of industrial injuries at enterprises and organizations of the city.

Maria Shevtsova, the head of the department for labour and social partnership of the city department of economic development, explained that safety issues are under the control of several state structures, from the Rospotrebnadzor Administration to the Prosecutor’s Office. In 2015, the City Coordinating Council for Labour Protection was established in Belgorod, which, in addition to the supervisory bodies, included all major employers. Increased attention to the safety of production activities and the introduction of a special assessment of working conditions significantly improved the statistics of industrial injuries. So, from 2013 to 2016 the number of injured persons decreased by 40%, from 225 to 135 people, the number of fatal accidents - by 30%.

"As of 1 April this year, accidents at the enterprises of the regional centre have not been recorded," Maria Shevtsova emphasized. "However, we should not discount the problem of mortality from diseases of the cardiovascular system. In this connection, the timely examination of employees is of great importance."

Tatyana Tatukova, the head of the HR management department of IDGC of Centre – Belgorodenergo division, described the system of permanent monitoring of physical and psycho-emotional health of power engineers. In Belgorodenergo, in addition to the initial medical examination, a whole range of various diagnostic examinations is in place, according to the results of which various rehabilitation and restorative measures are prescribed, beginning with psychological training in its own medical and psychological centre and ending with treatment in clinics in Belgorod, Voronezh and Moscow. Additional examinations, as well as high-tech medical care within the framework of the VHI program, and sanatorium-and-spa treatment are also available to Belgorod power engineers. All employees are involved in the diagnosis, however, the first responding and operating and repair personnel are on special control. "As a result, the number of days of incapacity for work is steadily declining," Tatyana Tatukova noted.

The branch pays particular attention to labour safety. "There is nothing more important than human life and health," said Vladimir Rusanov, Deputy Chief Engineer - the head of the production safety and industrial control department of Belgorodenergo. "Electric power industry refers to those sectors where risk and danger are inevitable, but the company does its utmost to minimize these risks."

The OSH management system is based on strict observance of sectoral documents on the safe performance of various types of work, and its effectiveness depends on a set of measures: working conditions for personnel, equipping with means of protection, compliance with the requirements of regulatory documentation, general qualification of managers and specialists, and others.

In 2016 Belgorodenergo spent more than 80 million rubles on safety measures, while the cost per employee amounted to just over 19 thousand rubles. Each electrician is provided with overalls, resistant to electric arc, a full set of protective gears, trained in safe methods and techniques of work with energy equipment, as well as methods of providing pre-emergency resuscitation assistance to victims. "As a result - in 2016, the branch did not record a single case of industrial injuries," Vladimir Rusanov summed up.

With the samples of overalls, electrical protective equipment and mechanisms, the participants of the meeting got acquainted during the demonstration of the order of preparation of repair crews for the safe production of work in electrical installations.
