September 10, 2015 in preparation for the autumn-winter operation period IDGC of Centre - Smolenskenergo division conducted exercises. Their main topic was de-energizing the substation (SS) 110 kV "Rudnya", 35 kV SS "Lubavichi", 35 kV SS "Mikulino" in the Smolensk energy system due to damage to the equipment of electric networks at low ambient temperatures. The event was held to test the readiness of the participants of the exercise to act on prevention and liquidation of emergencies in such circumstances.
The exercise was attended by representatives of the Smolensk Transmission Control Centre, a branch of JSC "SO UES", IDGC of Centre - Smolenskenergo division and "Bryansk enterprise of MES", a branch of PJSC "FGC UES". The main objective of working together during the event was training interaction of personnel of the electric power industry, municipal organizations, regional bodies of the Ministry of Emergency Situations, the executive power authorities under the emergency response to a power failure at low ambient temperatures.
According to the legend of the training the blackout happened in Rudnyansky district of the Smolensk region. This resulted in interruption of power supply facilities, which fed 202 transformer substations of 10/0.4 kV. In the first phase the Crisis Management Centre of Smolenskenergo was notified and had a meeting, at which a decision was made to eliminate violations with the conditions occurred. After that the power engineers went to the place of the alleged failure. To restore power supply forces of Rudnyansky Distribution Zone and Service of Power Lines of Smolenskenergo, Bryansk PMES were involved.
During the training a joint control system-wide emergency response exercise was held for operators with participation of three organizations - the Smolensk Transmission Control Centre, a branch of JSC "SO UES", IDGC of Centre - Smolenskenergo division and "Bryansk enterprise of MES", a branch of PJSC "FGC UES".
In the context of the blackout on the site of Rudnyansky Distribution Zone of the branch a temporary information centre (TIC) was deployed for informing the public about interruptions and receiving requests. Collaboration with the Unified Duty Dispatch Service of MF "Rudnyansky District" and the Contact-Centre of IDGC of Centre was organized.
Practical measures were taken to connect a backup source of electric power supply to restore the power supply of the building of the Administration of MF "Rudnyansky District" of the Smolensk region, a boiler house of Rudnyansky secondary school #1, a point of heating and temporary accommodation.
According to First Deputy Chief Engineer of Smolenskenergo Yury Krivtsov the exercises were successful. All the planned activities were carried out promptly and in full.
