Within the framework of the Presidential program for managerial human resources training for the Russian Federation national economy an employee of IDGC of Centre - Belgorodenergo division had a two-week project-oriented training on the topic "electric industry" in China. Along with the Belgorod power engineer another 20 representatives of Russian energy companies participated in the training.
During the period of training the power engineers visited 11 enterprises of China, specializing in transmission and distribution of electricity, got acquainted with contemporary Chinese electrical equipment and materials, and discussed the prospects of application of high technologies in the electric grid complex of the Russian Federation. The largest of the enterprises was State Grid Corporation of China, which is the owner and operator of about 80% of power grid facilities of different voltage levels throughout the country.
According to the participant of the training, Head of Customer Relationship Management of IDGC of Centre - Belgorodenergo division Valery Kharkov, the host introduced the Russians with the peculiarities of grid connection and mechanisms of electricity consumption metering.
Thus, the majority of meters with citizens of in China are included in the automated commercial electricity metering system (AMR), and the Chinese legislation reflects the requirements for standardization of data communication protocols that allows changing the manufacturer of a metering device without having to reconfigure the existing AMR system. In addition, most of the electricity meters are already at the manufacturing plants equipped with special cards from which information on the availability of funds on personal accounts retrieved and in their absence automatic disconnection from the mains is performed.
Speaking of the grid connection of customers, it is worth noting that all of land plots in China are state-owned and transferred to third parties under lease agreements. During the construction of power facilities there is no need to agree upon ROWs along power lines and design and estimate documentation with the owner of the land, and this, in turn, significantly speeds up construction and reduces the time of connection to the grid.
During the training seminars, round tables and informational meetings on the application of innovative knowledge-based electrical goods in the power system were organized for the Russian power engineers. After the training all the participants were given certificates of advanced training.
