IDGC of Centre - Belgorodenergo division got its certificate of readiness for winter

September 17, IDGC of Centre - Belgorodenergo division received the main document, confirming the company's commitment to the upcoming autumn-winter operation period. Deputy General Director for Technical Issues - Chief Engineer of IDGC of Centre Alexander Pilyugin handed the Certificate of readiness to Deputy Director for Technical Issues - Chief Engineer of IDGC of Centre - Belgorodenergo division Denis Yagodka.

This year the branch fulfilled a total of 533 main and supplementary measures aimed at improving the reliability of the grid complex and reduction of failures. The commission composed of representatives of the executive office of IDGC of Centre, Upper Don Office of RTN, EMERCOM of Russia in the Belgorod region and Regional Technical Supervision Centre as a branch of JSC "Russian Grids", which worked at the branch from 1 to 17 September, noted the absolute readiness of the branch to perform any tasks.

Emergency reserve was stocked at 100%. 92.5 million rubles were sent on it. All plans for technical examination of power facilities, diagnostics and testing of equipment, checking relay protection and automation devices were fully performed. The readiness of staff to work in adverse weather conditions was practiced during special emergency training and interdepartmental exercises for emergency response.

Operation of backup systems and emergency power supply was checked, including fire alarm and fire extinguishing agents, remote control, communication and information systems. Compliance with occupational safety and health, the state of facilities that have a significant impact on the operation through the autumn-winter period and the performance of maintenance and investment programs are under special control.

Repairs are made in excess of the targets. In total the branch renovated 1,829 km of power lines of all voltage classes, 718 feeding centres and transformer substations, which is 8% more than planned. The power engineers cleared about 800 hectares of ROWs along power lines. More than 240 million rubles were spent to repair power equipment, which is 18 million rubles more than last year.

Presenting the Certificate of readiness, Deputy General Director for Technical Issues - Chief Engineer of IDGC of Centre Alexander Pilyugin stressed: "The Belgorod region has been a rapidly growing one already for many years. And it is the first thing you need to consider the energy sector in preparation for the autumn-winter period. Together with the development the power grid load increases. Therefore Belgorodenergo in its work takes into account two areas: repair, modernization of obsolete equipment and construction of modern power facilities for electric power supply of new customers. The region requires sustained investment, and we are ready to support any initiatives and projects of the Regional Government."

In 2014 the investment program of the branch was about 3 billion rubles. It was mostly invested in the construction of new power lines, the modernization of the electric grid complex and grid connection of industrial and social facilities. This year the branch commissioned about 53 MVA of new capacity and about 460 km of electric grids, 63 km of them - in districts of individual housing construction. Major projects this year were the 110 kV substation "Nezhegol" and "Kreyda". The feeding centers are equipped with reliable energy-efficient equipment and automated systems.

Head of the Commission on the state regulation of prices and tariffs in the Belgorod region Gennady Bondarev stressed that it is the reliability of power supply that is the basis of living and long-term stable development of the economy of the region: "The region has gained significant momentum in the area of growth of the industrial and agricultural production, small businesses and housing, so we cannot do without new connections. A major program of support for individual housing construction is being implemented - of a million square meters of housing commissioned over 900 m2 were built by private developers. This year about 2 thousand sites in the areas of individual housing will be provided with power supply, and only for eight months of the year over 8 thousand individuals and legal entities were connected to the grid. This is the result of good teamwork of the government and the power engineers."

Special attention during the preparations for the autumn-winter operation period was given to the complex reconstruction of grids in settlements of the region. The power engineers fully modernized the electricity system, having reconstructed 160 km of networks in 28 rural areas. They spent more than 460 million rubles on it. At the moment the reconstruction is complete in the villages of Churaevo, Krapivnoye in Shebekinsky district, settlements of Tomarovka and Bykovka in Yakovlevsky district, Novy Oskol, Distant Igumenka in Korochansky district and the settlement of Lomnoye in Graivoronsky district.

For rapid response and disaster management operational 42 crews made up of 409 people were formed. If necessary, 26 contingency emergency and restoration crews (374 people and 153 vehicles) are also ready to join the work. Eight mobile teams of power engineers totalling 42 people are ready for any challenge in the service area of IDGC of Centre and neighbouring regions.

In preparation for the autumn-winter operation period schedules of emergency restrictions in electricity consumption were approved, personnel was provided with personal protective equipment, vehicles, clothing and tools necessary for the production of work. 39 backup power supply sources are ready to use, including 20 fixed ones with a total capacity of 441 kW and 19 mobile ones with a total capacity of 1,540 kW.

By 17 September, all organizational and technical measures are complete, and the inter-departmental commission confirmed the readiness of Belgorodenergo to operate in a period of low temperatures. The obtained certificate is evidence of it.
