One of the activities of IDGC of Centre — Lipetskenergo division to prepare for the autumn-winter operation period in 2013-2014 was the holding of joint exercises in Distribution Zones of the branch to practice actions in emergency situations associated with the threat of a power failure at low ambient temperatures. To date, such trainings have been conducted in thirteen Distribution Zones of the branch.
The last one took place in Stanovlyansky Distribution Zone. To participate in the exercise except the staff of Lipetskenergo controls of the regional system of emergencies of Stanovlyansky municipal district were involved. The main purpose of the event was to test the readiness of controls of the Distribution Zone to work effectively with local authorities and operational staff of operational and technological service of the Grid Control Centre of the branch in emergency management. Special attention was paid to the order of alerting employees of the branch under the Presidential Decree on the establishment of an integrated system of emergency public warning on the threat of a disaster in the territories of municipalities.
In the course of the training the staff of first responding and repair crews of the Distribution Zone worked out skills filing trees, connection of a mobile diesel-generator, replacement of poles and wires on power lines. Leaders of the Distribution Zone gained practical experience in managing groups, crews, agreement of cooperation with the local government, and operators improved their skills to exchange information with a single on-duty operators’ service of the municipal district.
Following the event, it was noted that the staff of the Distribution Zone promptly coped with all the tasks, having demonstrated a high level of preparedness for the autumn- winter 2013/2014 operation period.
Until the end of September these events will be held in other 5 Distribution Zones of the branch. The most large-scale of them will be a joint exercise of power engineers with local authorities of Dankovsky municipal district of the Lipetsk region, a branch of JSC «SO UES» Lipetsk Regional Transmission Control Centre, a branch of JSC «FGC UES» Upper Don PMES, territorial divisions of the Russian Ministry of Emergency Situations of the Lipetsk region, which will be held on the site of Dankovsky Distribution Zone from September 30 to October 1 of this year.
