April 5, 2013, Deputy Governor of the Smolensk region, Alexander Medvedev, presented an award to the employee of IDGC of Centre — Smolenskenergo division — Chief of Velizhsky Distribution Zone Nikolay Bakalov.
According to the Decree of the President of the Russian Federation Vladimir Putin on August 8, 2012 for his contribution to the development of energy sector, labour achievements and many years of diligent work, he was given the state award — the Honorary Title «Honoured Power Engineer of the Russian Federation».
Nikolay Bakalov started his career at the VPO «Kaspromneftegazprom» in Baku after graduating in 1980 the Azerbaijan Institute of Oil and Chemistry named after Azizbekov under the specialty «Power supply». He started as an electrician at a rolling and repair shop to head of high-voltage networks. In 1990 he moved to the town of Velizh in the Smolensk region and began working at Velizhsky Distribution Zone of Smolenskenergo, which he headed in 2001.
Employees speak of Nikolay as a highly qualified specialist and competent leader, possessing deep theoretical and practical knowledge, a disciplined and hard-working employee with a high degree of responsibility, integrity and persistence in achieving goals. His gained experience in the electricity industry was perfected with flawless and reliable daily work.
Over the period of his employment Nikolay Bakalov performed a lot of work on the reconstruction of power supply of Velizhsky district: full reconstruction of power supply in the village of Krutoye in Velizhsky district, replacing wires with a total length of 6.96 km, and in the town limits of Velizh with a length of 30.75 km. Under his leadership over the past five years 20 transformer substations, 37.69 km — Conductors of 0.38 kV and 3.68 km — Conductors of 10 kV were upgraded or replaced for new. As a result of the measures taken significantly the reliability of power supply of the population and socially important facilities was improved and losses in electric networks were reduced by 12%. For consumers, an opportunity appeared to have new grid connections and increase the existing power consumption, thus, the growing demand for electricity was satisfied and social tension among the population was reduced.
The crew headed by Nikolay in 2009 in Velizh installed a network of street lighting with energy-saving lamps, an overhaul of the production and repair facilities of Velizhsky Distribution Zone was performed.

Nikolay Bakalov is also active in public life of Velizhsky district. In
Nikolay was repeatedly awarded diplomas of the Administration of Municipal Formation «Velizhsky district» for the results achieved in the field of civil protection of population and territories from emergency situations of natural and man-made. In January 2011, for 11 days his experienced mobile crew under his leadership was involved in the restoration of damaged power lines from freezing in over 15 locations of Velizhsky district.
Nikolay Bakalov is a mentor of young people, who has trained more than thirty young qualified electricians. He also pays a lot of attention to self-education, staff development of the Distribution Zone, continuously transfers his knowledge and experience to younger workers. For his long and dedicated work Nikolay Bakalov was repeatedly encouraged. Among his awards an acknowledgement of the Ministry of Industry and Energy of the Russian Federation, Diploma of Merit of the Administration of the Smolensk region, numerous certificates of appreciation and letters of thanks of Smolenskenergo. In 2012, the list of these awards was added with the state award, Nikolay was awarded the Honorary Title «Honoured Power Engineer of the Russian Federation».
Please, note that such an award is given to highly professional specialists of companies for achievements in energy development, creating, designing and developing new types of energy equipment and installations, for implementation of advanced technologies in construction, installation and operation of energy facilities, for achievements in scientific research, energy efficiency, production setup and personnel training.
