Specialists of Orelenergo are struggling with non-compliance of exclusion zones of power lines

Specialists of IDGC of Centre — Orelenergo division have started a pre-project survey of power lines in settlements of the Platonovsky rural community of Orlovsky district for their further reconstruction.

According to the plan the first work will start in the village of Ovsyannikovo, which is directly adjacent to the city. Energy facilities in the area while designing were calculated for lower power and have considerable wear and tear. Today, the village is home to about 2500 people, and the construction of housing is increasing every year.

At the stage of the pre-project survey power engineers faced with widespread disregard of exclusion zones of electric grid facilities by residents. Thus, there are 13 sites in Ovsyannikovo where power lines were behind private high fences. Unauthorized occupation of additional land, the local people have not only deprived power engineers of access to power lines, but also blocked the street thoroughfares.

«There is no possibility to remove the power lines from the problem sites, as already all over other utilities had been laid,» speak representatives of the project organization. «Moreover, some of these utilities have also been designed with violations and prevent normal service of the lines. For example, the main gas network somehow was brought forward, away from the houses, and now it impedes special vehicles moving.

Power engineers are also concerned about the fact that ignoring the exclusion zones of power lines, local residents also jeopardize their safety.

“Violations are sometimes absurd. Often home is directly adjacent to a power line pole. And in one of the sites the owner built a shed around the pole, and it now stands in the centre of the roof, like a real landmark,” says the head of Orel Distribution Zone of Orelenergo Anton Konstantinov. “If there is a wire break to happen it is easy to predict the effects from the fire to fatal electric shock.”

The authorities of the Platonovsky rural community have already engaged in solving the problem. Acting Head of the Administration Vasily Melnik took the issue under his personal control, who promised to provide assistance to the power engineers in providing access to power lines.

To start the administration officials together with workers of Orelenergo had a round at the problem sites in the village of Ovsyannikovo, where there are fenced poles. Subsequently it is planned to assemble street gatherings of residents and educate people about the problem.

“I'm sure we will be able to find an acceptable solution for all parties,” stressed the representative of the local administration Nadezhda Sheveleva. “An upgraded power lines — is uninterrupted and quality power supply. All are interested in it.”
