Belgorod branch of IDGC of Centre ordered to collect more than 11 million rubles for illegal power consumption

For 9 months of 2012, specialists of IDGC of Centre — Belgorodenergo division revealed 900 cases of non-contractual electricity consumption totalling 9.9 million kWh. This compares with an average consumption of a statistically average Belgorod enterprise with full operating capacity for a half year. Currently, the power engineers ordered to collect more than 11 million rubles from 577 cases of illegal use of energy resources, and other facts are in work.

Both residential consumers and legal persons turned out to be fraudulent. Moreover, in contrast to previous years, in terms of the number and the total volume of illegally consumed kilowatt-hours residential consumers are “leading”. The total amount of electricity stolen by them is about 6 million kWh. Legal persons for the same period fraudulently used about 4 million kWh.

The greatest number of customers in bad faith was registered in Starooskolsky (155 cases), Gubkinsky (123), Shebekinsky (109) and Belgorod districts (97).

Belgorodenergo puts special control over the consumers in respect of which acts of non-contractual or non-metered consumption have previously been made. Thus, in January 2012 in the village Shmarnoye of Starooskolsky district an illegal reconnection of the household to power supply was uncovered. The cost of the stolen electricity was calculated from the moment of the previous act — in 2008 — and was 95 thousand rubles. The claims of the branch were satisfied in full. If the connection has been made under the current legislation of the Russian Federation, the cost of the electricity bill for three years would not have exceeded 13 thousand rubles.

Belgorodenergo warns that since 2012 in Russia to toughen sanctions for illegal consumption — according to the “Main provisions of the functioning of retail electricity markets” (approved by Resolution of the Government of the Russian Federation of 04.05.2012, № 442), the fines are now more than three times exceed the cost of electricity consumed legally with the meter.
