Operational Group of the headquarters to ensure the security of electricity supply to consumers of the Kursk region, headed by Deputy Chief Engineer of IDGC of Centre — Kurskenergo division Dmitry Martemyanov, took part in a training organized by the National Emergency Management Center (NEMC) of the Ministry of Emergency Situations of Russia.
The staff training in the functional and territorial Kursk region’s subsystem of the Russian Emergency Management System with the visit of units to the site of a possible emergency situation was also attended by representatives of the State Russian Emergencies Ministry in the Kursk region, Kursk Regional Internal Affairs Office, Housing and Utilities Committee of the region.
The purpose of the staff training is to check the readiness of the territorial units of the region’s subsystems of the Russian Emergency Management System and task forces to actions in the field. A situation was simulated related to the interaction of units with outages at the 110 kV substation “Springs”.
In accordance with the plan of activities the elements of the interaction of structures of various departments, assessment of the current situation, a video-conferencing set up, transmission of information to the National Emergency Management Center was trained.
At the meeting held at the conclusion of the staff training, Head of the National Emergency Management Center of the Russian Emergencies Ministry, Lieutenant-General Vladimir Stepanov said that over the years the territorial units of the Kursk region’s subsystem of the Russian Emergency Management System have been estimated very highly.
Among the organizations that create emergency and rescue crews IDGC of Centre — Kurskenergo division has been repeatedly marked as one of the best. Kurskenergo implemented a system of video-conferencing with the Emergency Management Center of General Directorate of EMERCOM of Russia in the Kursk region, and a system of electronic information exchange is in operation.
In preparation for the winter 2011/2012 two joint exercises with units of EMERCOM were conducted, the results of which showed the readiness of emergency and rescue crews of Kurskenergo, the concerted actions of operators of the branch with units of other structures in emergency situations, which has a positive effect on improving the energy security of residents in the region.
