The discussion of the strategy was attended by Deputy Prime Minister Evgeny Belenetsky, Acting Minister of Fuel and Energy Complex and Housing and Communal Services Dmitry Ustinov; heads of administrations of municipalities of the region, specialized enterprises and organizations.
Governor Nikolay Lyubimov stressed that the fuel and energy complex and housing and communal services are extremely important areas for ensuring economic growth, strengthening the social climate, and a comfortable life for people. High-quality work of the industry is necessary to create conditions for development of industrial enterprises, industrial parks, advanced development zones, tourist and recreational clusters, new residential neighbourhoods. “Now it is fundamentally important to make sure that during the implementation of investment projects, as little time as possible is spent on connection to power grids of any capacity and the terms for considering applications of applicants are reduced. Together we will strive for this. This is one of the objectives of the strategy,” he said.
Also, the head of the region drew attention to ensuring the trouble-free passage of the heating season, modernization and construction of engineering infrastructure: heating networks, water supply and sewerage networks, reconstruction of power facilities. “This is all that without which a high-quality life of people is impossible, without which production and all other industries that ensure the vital activity of the region do not function. To improve the reliability of these systems, to develop this infrastructure, we budget funds for support every year,” he stressed. In particular, a seven-year program has been developed and is being implemented to replace worn-out heating mains in Ryazan. “We were one of the most difficult regions in the Central Federal District in terms of failures. Thanks to the systemic measures taken, the failure rate on these networks has been significantly reduced, and we are already in the TOP in terms of good indicators,” said Governor. He set the task - to carry out the necessary work at an accelerated pace.
The strategy for the development of the fuel and energy complex and housing and communal services was presented by Acting Minister Dmitry Ustinov. He outlined the tasks and tools for their implementation. Within the framework of the discussion, questions were asked, proposals were identified. Summing up the results, Governor Nikolay Lyubimov positively assessed the work carried out by the ministry, noting the “correct, professional approach”. He also gave a number of recommendations for the future.
As part of the event, Governor Nikolay Lyubimov examined the modernized Grid Control Centre of the Ryazanenergo branch of Rosseti Centre and Volga region, PJSC. This is an integrated digital system that provides centralized control of operating modes of the electric grid of the region and remote control systems at substations of the branch.
“With the opening of Ryazanenergo’s high-tech Grid Control Centre, the level of reliability and quality of power supply to residents of the region has increased. During its operation, we managed to achieve a significant reduction in restoration time of power supply and a reduction in the number of technological outages. In addition, such facilities expand the opportunities for sustainable development of the region’s territories, construction of promising industrial sites, which has a positive effect on attracting investments into the region,” commented Igor Makovskiy, General Director of Rosseti Centre, PJSC - the managing organization of Rosseti Centre and Volga region, PJSC.
