IDGC of Centre summed up the results of measures to identify and suppress non-metered and non-contractual electricity consumption for six months of 2017.
In the course of large-scale raid work carried out by personnel of Distribution Zones and electricity metering departments of the company’s branches, including jointly with specialists of the security unit, 5,925 facts of illegal electricity consumption were identified in the service area of IDGC of Centre (11 subjects of the Central Federal District).
Particular attention during the raids was paid to work with consumers who had previously been caught in illegal energy consumption. Their inspection was preceded by thorough preparation and instruction of raid participants by specialists from security units. In the context of conducting operational search activities, employees of the regional offices of the FSB and the Ministry of Internal Affairs of Russia were involved in raids in several cases.
The power engineers took measures to recover the damage caused. In January-June 20 million rubles were collected for non-contractual consumption from offenders in pre-trial procedure. Judgments were made against persons who did not voluntarily reimburse the damage. Claims and lawsuits continue on the remaining facts.
In addition, the applicant’s materials on the facts of unauthorized electricity consumption, identified by the security unit of IDGC of Centre, were sent to law enforcement agencies. Based on the results of their consideration, criminal cases were initiated on the basis of the elements of the offense provided for in paragraph "b" of Part 2 of Article 165 of the Criminal Code of the Russian Federation ("causing property damage to the owner of property by the abuse of confidence in the absence of signs of embezzlement, which caused particularly large damage").
Thus, on 14 April 2017, the Investigative Department of the Intermunicipal Division of the Ministry of Internal Affairs of Russia "Buysky" of the Kostroma region instituted criminal proceedings against a person not identified by the investigation, who, from 07.09.2016 to 15.03.2017, using a device installed in the meter to disconnect the measuring current circuits of measuring sensors, consumed non-metered electricity during the operation of the sawmill located in the village of Susanino along Lenin Street. As a result, IDGC of Centre suffered losses in an especially large amount of more than 1.8 million rubles. And on 4 May 2017, the investigative department of the Ministry of Internal Affairs of Russia in Kursky district of the Kursk region with regard to unidentified persons who, using the magnetic effect on the meter installed in LLC "Syrnaya Dolina", consumed non-metered electricity, causing by the actions to IDGC of Centre a large amount of damage of more than 1.8 million rubles. Investigative actions on both cases continue.
It should be noted that the composition of the crime, provided for in paragraph "b" of Part 2 of Article 165 of the Criminal Code of the Russian Federation, the punishment in the form of forced labour for a period of up to five years is established with restriction of freedom for a term of up to two years or without it; or imprisonment for a term of up to five years, with a fine of up to eighty thousand rubles or in the amount of the salary or other income of the convicted person for a period of up to six months or without it and with restraint of liberty for a term of up to two years or without it.
IDGC of the Centre intends to consistently seek compensation for damages from unscrupulous consumers. It should be recalled that the company spends the funds collected from energy thieves, including, to finance the main production activities that provide reliable and uninterrupted power supply to consumers.
