IDGC of Centre – Belgorodenergo division resigned the interdepartmental agreement on cooperation in the field of prevention of electric injuries among the population of the region. Readiness for closer co-operation with the energy company was expressed by General Directorate of EMERCOM of Russia and the Ministry of Internal Affairs of the Russian Federation in the Belgorod region, the Regional Department of Education, the Department of Internal and Personnel Policy and the Upper Don Office of RTN – the agency interested in pursuing purposeful and systematic work on the prevention of accidents at electric grid facilities in the region.
The parties agreed that the main instrument of the struggle for life of residents of the Belgorod region should be advocacy and consolidation of efforts will allow to systematize the experience gained, and to expand its use in future practice.
In particular, more attention will be given to "electricity literacy" of the population, especially children. Electrical safety lessons will cover not only schools, kindergartens, but also universities, colleges in the region. Separate advocacy work was agreed to conduct with troubled teenagers, who are traditionally at risk, socially disadvantaged citizens and persons, who violated federal law in the field of security zones along power lines.
Terms of use of land plots, located within such zones, are described in detail in the Regulations establishing security zones of electric grid facilities, approved by the RF Government Resolution of 24.02.2009 # 160. Unauthorized construction, excavation, loading and other work are one of the most frequent causes of electric shock to persons. And considering that electric injuries almost always lead to severe burns and deaths, information and joint counteraction to violations of security zones will increase the level of safety of inhabitants of the region and will significantly reduce the risk of accidents.
Please, be reminded that for the first time the agreement on mutual cooperation in the field of prevention of electric injuries was signed in 2014 between IDGC of Centre – Belgorodenergo division, the Regional Department of Education, General Directorate of EMERCOM of Russia and the Ministry of Internal Affairs of the Russian Federation in the Belgorod region. This year, the initiative was supported by two other departments: the Department of Internal and Personnel Policy of the region and the Upper Don Office of Rostekhnadzor.
