IDGC of Centre continues developing value-added services. The company now offers its customers nine kinds of value-added services: execution of work related to the customer’s competence in the implementation of grid connection ("Grid connection support"); installation and replacement of metering devices; installation and maintenance of street lighting systems; operational maintenance and repair of electrical networks and electrical equipment; reconstruction of electric grid facilities; testing and diagnostics of equipment; energy audits and energy services; design and construction of energy facilities.
The service "installation and maintenance of street lighting systems" is one of the most popular, IDGC of Centre renders it on the entire territory of its operating activities (11 subjects of the Central Federal District). In accordance with Article 14 of Federal Law of the Russian Federation dated 06.10.2003 N 131-FZ "On general principles of organization of local government in the Russian Federation", the organization of improvement of human settlements (including street lighting) refers to issues of local importance, i.e. responsibility is assigned to local governments. As a rule, to perform work on street lighting installation district administrations and rural settlements involve specialized organizations on a contractual basis.
In 2016, with branches of IDGC of Centre municipalities signed 684 contracts to perform maintenance of networks of street lighting of settlements in regions. Some contracts are concluded on the basis of an open auction at federal trading platforms.
Within the service "installation and maintenance of street lighting systems" the power company performs a range of works: replacement of lamps, lighting maintenance, street lighting control in compliance with modes and lighting schedules. For certain requests IDGC of Centre may install additional lighting fixtures and construct street lighting networks. When performing works specialists of IDGC of Centre actively apply the latest technical innovations. Conventional lamps are replaced by energy efficient. Automatic street lighting control systems are implemented, allowing to remotely provide the desired mode and schedule of lighting.
As noted by representatives of local authorities, who have experience of working with the company, its branches have the best production base for these works. At their disposal there is highly qualified staff and required vehicle fleet. All work is carried out in strict accordance with safety requirements.
Currently, power engineers of IDGC of Centre service 315,856 lighting fixtures. Their greatest number is maintained by the branches of "Belgorodenergo", "Voronezhenergo", "Smolenskenergo" and "Yarenergo".
The Belgorod branch of IDGC of Centre signed contracts for work on street lighting with all 22 municipal districts of the Belgorod region, as well as with the regional state public institutions "Office of road and transport facilities of the Belgorod region". In 2015, the branch completed extensive work on replacement of existing outdated fixtures in streets of cities and villages in the region with modern energy-efficient light sources characterized by long service life and the highest degree among the traditional sources of light output. As of 1 July 2016, more than 192.5 thousand lighting points refer to the energy-efficient category within the service area of Belgorodenergo.
To make the streets of Belgorod even lighter and safer power engineers of IDGC of Centre develop "smart" street lighting, which allows to remotely, without leaving for the place, to control lighting modes. Today the system covers more than 119,000 lamps under their service. Special equipment allows to remotely record parameters of street lighting networks: active and reactive power, voltage, amperage. All data on how much electricity is consumed, where there was a failure, come to the operator’s control room that gives the power engineers the capability to more quickly eliminate irregularities in the street lighting operation of cities and villages of the Belgorod region.
"Yarenergo" under a contract with municipal public institution "Agency for municipal order of utilities" of the city of Yaroslavl renders services for street lighting of the regional centre. Power engineers service a total of 28,261 lighting fixtures. Every week in the framework of the contract staff of the branch change about 300 and repair around 50 lamps. "Smolenskenergo" also in the framework of municipal contracts performs these activities in 25 districts of the Smolensk region. Specialists of the branch service 33,056 lighting fixtures, every week they change about 250 and repair around 70 fixtures.
Much attention is paid to quality issues. The implemented by the power company in Yaroslavl automated street lighting control system "Helios" allows to accurately monitor the network state. To control the operation of street lighting Yarenergo’s specialists perform daily rounds. In addition to visual check and troubleshooting the enterprise operates the remote control system for street lighting cascades. Revealed violations are eliminated as soon as possible. Similar work is carried out by their colleagues in Smolensk, where the automated street lighting control system "Kurs" operates.
The Voronezh branch of IDGC of Centre at the moment maintains 46,156 street lighting lamps and lanterns. Monthly in the framework of contracts for maintenance of street lighting networks, power engineers perform maintenance work including replacement of 30-50 lamps and more than 250 lanterns for energy-efficient and energy-saving LED lights. Following the results of 9 months of 2016 the staff of the branch replaced over 1,850 outdated lamps with modern energy-saving. There is also work performed on installation of additional control and street lighting metering panels - to date 39 such panels have been installed in different localities of Petropavlovsky, Verkhnemamonsky, Repyevsky, Kantemirovsky, Tarnovsky and several other districts of the Voronezh region.
IDGC of Centre is open for cooperation with local authorities, subjects of the Central Federal District in the provision of the services "installation and maintenance of street lighting systems". At the same time, the company strives to improve the quality of the service. So, since the spring of 2015 IDGC of Centre has offered its customers a new service for preparation of a feasibility study for construction or upgrading of networks of street lighting with selection of the most appropriate technical and cost parameters. As a result, the customer receives a calculation of energy savings relative to the current level, graphical display of lighting options, the possibility to make a selection of the best energy-efficient lighting equipment, to obtain data on the timing of project payback, and more.
