IDGC of Centre effectively combats the theft of electricity

IDGC of Centre summed up the implementation of measures to detect and deter non-metered and non-contractual electricity consumption for nine months of 2016.

During a large-scale raid operation conducted by staff of Distribution Zones and electricity metering offices of the company’s branches, including in conjunction with specialists from the security unit, in the service area of IDGC of Centre (11 subjects of the Central Federal District) 9,037 cases of illegal consumption of electric energy were detected. The total amount of identified non-metered and non-contractual consumption was 129.3 million kWh, the amount of damage - about 355 million rubles.

Particular attention during the raids was paid to work with problem customers. Their check was preceded with thorough training and coaching of participants of the raids by specialists of security units. As part of the operational-search activities several cases involved staff of regional offices of the FSB and the Interior Ministry of Russia to take part in the raids.

The power engineers took measures to compensate for the damage. Following the results of nine months IDGC of Centre recovered 224.8 million rubles under 8,219 acts of non-metered and non-contractual consumption. In other cases the debt will be forced to be levied, in the courts, with the laying of all court costs on perpetrators. Currently, the company’s specialists are performing claim-related work on all the facts of non-contractual power consumption.

Petition materials on the facts of unauthorized energy consumption, revealed by the security unit of IDGC of Centre, were also sent to the police. According to the results of their consideration criminal proceedings were initiated on the grounds of a crime under paragraph "B" of Part 2 of Art. 165 of the Criminal Code of the Russian Federation ("Causing property damage to the owner of property by abuse of confidence in the absence of signs of theft, causing especially large damage").

So, 20 January 2016 criminal proceedings were instituted in connection with the unauthorized connection to electric networks in Yaroslavl of LLC "Construction Company "Megastroy" in June 2015. An investigation is currently in progress. At the same time, the ruling of 21.03.2016 of the arbitral tribunal of the Yaroslavl region levied damages in full from this customer in favour of IDGC of Centre.

9 and 10 February 2016 criminal proceedings were initiated against the heads of LLC "Torzhokskaya Energy Company" on the fact of causing damage to property (evasion from payment for IDGC of Centre’s services) on a large scale. Currently, the criminal cases with the indictment are pending in court.

28 October 2016 the investigation department of the Russian Interior Ministry "Pochinoksky" in the Smolensk region opened a criminal case against N.S Filippov. By his actions, expressed in the non-contractual connection and unauthorized consumption of electricity from the substation "Quarry" in Pochinoksky district of the Smolensk region in the period from 29.06.2012 to 11.21.2013, the given citizen caused damage to IDGC of Centre – Smolenskenergo division totalling approximately 9.583 million rubles. Currently, necessary investigations are being carried out under this case.

3 November 2016 the investigation department of the Russian Interior Ministry "Morshansky" in the Tambov region opened a criminal investigation into the theft of electricity on a large scale from IDGC of Centre – Tambovenergo division by LLC "Agrotorg K", located in the station of Vernadovka of Pichayevsky district. As found by the investigating authorities, who carried out checks, the given enterprise from 7 April 2016 to September 2016 with the unauthorized connection to the grid of the branch of Tambovenergo inflicted material damage on a large scale in excess of two million rubles. The case was taken up.

It should be noted that for an offense under paragraph "B" of Part 2 of Art. 165 of the Criminal Code of the Russian Federation, established the penalty of hard labour for a term up to five years with restriction of liberty for up to two years or without it, or imprisonment for up to five years with a fine of up to eighty thousand rubles or the salary or other income for a period of up to six months, with or without it and with restriction of liberty for up to two years or without it.

IDGC of Centre is going to consistently seek recovering damage from unscrupulous consumers. It should be recalled that the funds levied from energy thieves, the company uses including to finance its core production activities, which is especially important due to the reduction in recent years of investment sources because of the crisis.
