A joint emergency response exercise of companies of the power grid complex of the Russian Federation and the Republic of Belarus was held in the Bryansk region

26 August 2016

In the Bryansk region today a joint interstate training of PJSC "Rosseti" (Russia) and the State Production Association "Belenergo" (controls the electric grid complex of the Republic of Belarus) completed. The Belarusian participant was represented by the branch of RUE "Gomelenergo" (included in "Belenergo") "Gomel Electric Grids". The Russian participant was represented by the Bryansk branch of the subsidiary of "Rosseti" - IDGC of Centre. The main purpose of the event was joint working out of the algorithm of interaction of power engineers of the two countries with elimination of massive outages in border electric grid facilities.

At the ceremony opening the training Deputy Governor of the Bryansk region Alexander Zhigunov presented awards to power engineers, who distinguished themselves in July during the liquidation of process violations caused by abnormal natural phenomena. Certificates of honour and thanks from the head of the region Alexander Bogomazov were also given to four electricians of the Bryansk branch of IDGC of Centre: Sergey Losev, Sergey Zhuchkov, Sergey Novikov and Nikolay Soldatenkov.

Under the terms of the training, 25 August, as a result of a thunderstorm passing over the territory of the Bryansk region in some of its districts there were massive power outages. First responding and restoration crews of IDGC of Centre – Bryanskenergo division quickly started to liquidate consequences of the failure. For quick restoration mobile crews of RUE "Gomelenergo" joined them, and they used additional equipment, including specialized vehicles. Together, the power engineers of Russia and Belarus fully restored power supply in the affected areas with bad weather by 05 p.m. of the same day.

The interstate exercise was carried out in this format for the second year in a row. In 2015 it passed on the territory of Belarus in Dobrushsky Distribution Zone of Gomel Electric Grids, and now - on the territory of Russia. The Bryansk region was chosen as the location not accidentally. The Bryansk and Gomel regions are border ones, in the case of emergency situations on the territory of these regions, first responding and restoration crews of the electric grid companies of the two states often have to eliminate consequences of failures together.

Summing up the training, the organizers noted the high professionalism of the Russian and Belarusian power engineers, they showed during the first responding and restoration operations. "These joint events allow power companies of the two countries to work out a clear sequence of actions in the aftermath of emergency situations. This will allow to reduce the time for power supply restoration in affected districts," stressed Deputy General Director – Chief Engineer of IDGC of Centre Alexander Pilyugin. "Cooperation in this format enhances the interaction between the energy companies of the two countries. Exchange of experience, which occurs during an exercise among its participants, has a positive effect on the reliability of electric grids of Russia and Belarus," says Deputy Chief Engineer of the SPA "Belenergo" Valery Porshnev.
