IDGC of Centre provided reliable power supply to consumers in Central Federal District during the New Year’s holidays

12 January 2016

IDGC of Centre summed up the operation in the days of the New Year’s holiday. The power company came to the holiday period the most prepared, having made every effort to ensure reliable power supply to consumers.

All branches of IDGC of Centre (they operate in 11 regions of the Central Federal District) in full performed measures aimed at preventing emergency situations, developed a clear scheme of operational response, did equipment diagnostics. Centralized emergency reserve of materials and equipment and emergency reserves of the branches were staffed at 100%. For temporary power supply to consumers in case of emergency and restoration operations 353 redundant power supply sources with a total capacity of 9.52 MW were prepared.

In the branches and the executive office of the company the around the clock duty of officers from among the technical leaders was organized. 432 mobile crews were on duty round the clock at their workplaces. Particular attention was paid to ensuring uninterrupted power supply of socially important facilities, including power lines and substations were under special control to ensure power supply of tourist areas, airports, railway stations, and mass sports facilities.

The interaction of the branches of IDGC of Centre with the regional authorities, the system operator, EMERCOM and other companies of the fuel and energy complex, working in regions of the Central Federal District, was organized at the proper level. 90 mobile crews composed of 528 people, 166 vehicles and 34 mobile lighting installations "light tower" were ready to respond to major technological violations and assisting SDCs of PJSC "Rossetti". 932 emergency repair crews of Distribution Zones and 77 first responding and restoration crews of the service of power lines were available for rapid response to possible emergencies.

It should be noted that the preparations for the current period of maximum loads IDGC of Centre held in difficult macroeconomic conditions, requiring marginal cost optimization. The task was complicated by the significant volume of accounts receivable from contracting companies for the services of electric power transmission: at the end of November 2015 it reached a critical state, amounting to 21.9 billion rubles, of which 18.8 billion rubles accounted for suppliers of last resort. At the same time, there are precedents, when some major defaulters not only violate their obligations to timely pay for services received, but do not recognize them in full. So, the debt of one of the largest debtors of IDGC of Centre, JSC "Atomenergosbyt" (a subsidiary included in the State Corporation "Rosatom" JSC "Concern Rosenergoatom", serves as a supplier of last resort in the Kursk, Smolensk and Tver regions) at 27.12.2015 amounted to about 3 billion rubles, along with this the debtor did not recognize more than 20% of this amount (0.65 billion rubles). Settlement of the disputed debt is taking place in the courts, for today IDGC of Centre has filed 113 lawsuits to JSC "Atomenergosbyt" totalling 825 million rubles.
