The Administration of the Tambov region and IDGC of Centre (part of the Group "Russian Grids") signed a concession agreement for the electrification of the sites of "Tambov turkey" LLC and OJSC "Tokarevskaya Poultry Plant".
The project aims to create electric grid infrastructure for the largest in the Central Federal District of new businesses in growing and processing of poultry meat. The new complex "Tambov turkey" for turkey meat processing in Pervomaisky district is an integrated full-cycle enterprise. The production will create more than 700 jobs. The poultry meat processing facility in Tokarevsky district will be based on an existing site - OJSC "Tokarevskaya Poultry Plant". The plant will create about 2 thousand jobs.
Implementation of projects is of great importance for the economic development of the Tambov region and contributes significantly to the Food Security Doctrine of the Russian Federation, the development of rural areas, to ensure the restructuring of inefficient agriculture businesses to modern innovative production. In addition, the development of the largest agricultural enterprises is a significant contribution to import substitution and the state program of agricultural development for 2013 - 2020.
The signed concession agreement will be the first experience of public-private partnership in the electric grid sector. The agreement is for a 20-year period and allows to attract investment for the construction and operation of power grid facilities of the Tambov region in a volume of 1.2 bln rubles. Terms and conditions of the concession agreement are innovative to the electric grid complex and allow to increase the availability of new electric grid facilities to consumers while reducing the risks of the project implementation. As a result of the agreement implementation the increase of power consumption in the Tambov region will be about 160 mln KW.
Establishing long-term transparent relations between the subsidiary of "Russian Grids» - IDGC of Centre and the Administration of the Tambov region on the basis of the federal legislation on PPP forms the basis of many years of fruitful cooperation and economic development of the Tambov region and IDGC of Centre.
The preparation for the launch of a PPP pilot project in the electric grid complex, the elaboration of the organizational structure of the project and the capital structure, the key parameters of its implementation were carried out by joint efforts of JSC "Russian Grids" responsible for the development of the electric grid complex of the Russian Federation, its subsidiary IDGC of Centre, providing reliable electricity and development of electric grid infrastructure in the region, and the Administration of the Tambov region, conducting the state policy of agricultural development and import substitution in the region and having a wealth of experience in developing public-private partnerships in other infrastructure sectors of the region.
Dissemination of experience in the electric grid complex in other regions of Russia by involving non-tariff investment through the mechanism of public-private partnership will allow to realize the tasks of increasing the availability of electric power facilities to consumers, development and economic growth.
